"What does our own production process actually need?"
That question is usually far more meaningful.
By the time the factory looks largely complete, the project has often already come a long way.
But between construction completion and stable operations, many things still need to be confirmed.
The building itself is only part of the picture.
What really matters is whether the infrastructure supporting the production process can match how the factory will actually operate.
This is why utilities are best considered early rather than left to the final stage.
Not every project needs a complex infrastructure plan.
But if a key condition is found to be insufficient late in the process, an otherwise completed factory may not be able to start operations as planned.
A factory is more than its building, equipment, and production lines.
What really makes it run includes the infrastructure that is not always visible.

"Is the factory building finished?"
it is sometimes more useful to ask:
"Is this factory really ready to operate?"
